The Chinese zodiac year does not change on January 1. It changes at Lunar New Year, which falls between late January and late February and moves from year to year.
A birthday near that boundary may belong to the previous zodiac year. Someone born on February 2, for example, might belong to the Year of the Tiger in one year and the Year of the Ox in another.
